USPTO To Host Job Fair December 9th and 10th

The PTO distributed an email to the examining corps today, with details of an upcoming job fair. Sounds like the hiring of new examiners is about to begin in earnest.

All USPTO employees are urged to spread the word to individuals interested in entry-level patent examiner positions with room to grow (GS-7 through GS-9) and who have studied or practiced in varied engineering disciplines such as mechanical, computer, chemical, electrical, biomedical, civil and industrial, as well as pharmacology, chemistry, computer science, physics and textile technology positions. All vacant positions have non-competitive promotion potential to GS-13 and are open to all U.S. citizens or nationals.

Tell them that as a patent examiner with the USPTO, they will...

Be working with the largest intellectual property rights entity in the nation
Be supporting economic growth and positioning America as one of the world's top innovators
Gain experience, training and mentorship they won't get anywhere else
Conduct research and interact with applicants who are working on inventive, modern breakthroughs
Have access to alternative, flexible schedules, telework when eligible and highly competitive salary and benefits packages

The two-day job fair will include information sessions and is scheduled for Friday, December 9, from 8 a.m. to 2 p.m. and Saturday, December 10, from 8 a.m. to 4 p.m. Both sessions will take place on the USPTO's Alexandria campus in the auditorium of the Madison Building.

Also be on the lookout for a future notice about vacancy announcements for these positions. The announcements are scheduled for release on or around December 5.

Hiring process

Any idea if chances of getting hired are better if you attend this job fair, instead of just applying online? I don't live in the area but wondering if it may be worthwhile to fly in for the weekend.

I don't have any direct knowledge of the hiring process. But I would think it is a safe bet that meeting an applicant face to face will give a better impression and probably increase your chances of being hired. Plus you will probably get an interview.

I went to a career fair when I applied to the PTO. Had an interview at the career fair, and was eventually offered a job, which I took.

It is very easy to get to the office if you fly in. there is a metro stop at the Reagan Airport, go 2 stops south to the King Street Metro, and it is a 3 block walk to the office.

Interesting the "non-competitive" promotion potential is only to GS-13, are they planning on limiting the primary examiner positions?

It has always been like that... as of right now GS 14 really is non-competitive (even if they say it isnt). Every GS 13 that passes the program becomes a GS 14. I'm guessing the PTO will limit primary examiner positions once the backlog disappears, but that will probably never happen.

hiring process

I applied many times to USPTO patent examiner positions, and I have working experience in patents. I work for their PGPUBS (pre-granted patent publication) contractor, doing patent classification work. However, I never get a phone call from them. The first couple times, the email came back as "you are not qualified". Then the latest time that I applied, they said "your profile is forwarded to hiring personnel". Then they eventually sent me email saying "you are not chosen".
It makes me wonder, while my working experience and education degrees don't change, how did I change from "not qualified" to "qualified, but not chosen"? Their hiring process is so screwed up.
I was initially thinking maybe it's because of my bad undergrad GPA, but then again, the entry level position GS-5 that I applied before, it doesn't require good GPA.

I am guessing you don't have the right undergraduate degree. They also aren't really looking for people with sub 2.95 GPA's, since that is GS-5, and they are not hiring GS-5's, but, you said you have a decent GPA.

Not getting past the first phase means you didn't get past the automated computer sifter, probably because you answered a question wrong. The second time you probably answered the questions in the right sequence, but then they saw you didn't have right degree and you were pitched again.

If none of this is right though, keep trying, they reposted new openings.

I had my interview last Friday for the ME Patent Examiner position. Haven't heard back yet but they said it would be 2-3 weeks. I heard that the expected start date is mid-January for this round of interviews.

I am a former examiner trying to apply to the uspto again. Do you guys know if they prioritize former examiners or not and how long they take to reply to your application? I used to examine in the communications area.

You should contact your former SPE to pull up your application. Most likely you will bypass all training and go straight to examining. This all depends if you had great job performances before you left.

Job Fair December 9th-10th

Hi Guys,

I formally applied for the USPTO Chemistry GS 7/9 patent examiner position via USA jobs and registered for a Chemistry Interview Session for the upcoming job fair in Alexandria, VA. Could someone answer the following question(s)

1. the interview session: group/panel of SPE'S or 1:1 interview with a SPE

2. for those who have already interviewed, what questions were asked

3. at the job fair, will there be immediate offers e.g after your interview session, will you know if you were hired or not

4. when is the potential start date for next Patent Training Academy (PTA)

5. informed by a current PE that compensation will commence at the levels of GS 7, Step 10 and GS 9, Step 10, any insight on this

There were some "Walk-in" Interview Sessions (limited # of spaces) available from 10:00am-12:00pm for the December 9th date. However, the sessions are all booked. Sorry!

Results of December 2011 Job Fair & Hiring Dates

Hi Guys,

I'll like to share some information from the job fair that took place on December 9th and 10th.

1. There a much greater need for the following tech centers : 1600- Biotechnology and Organic Chemistry (chemistry and pharmacology majors), and 2800-Semiconductors, Electrical and Optical Systems and Components (electrical engineering). Secondary areas of need are: 2100 - Computer Architecture, Software, and Information Security, 1700 - Chemical and Materials Engineering, and 3700 - Mechanical Engineering, Manufacturing, Products.

2. Because of factors such as the economy and job market, hiring is heavily based on EXPERIENCE! SPE's and management are looking for BUZZ WORDS in your resume, interview responses, and the pre-interview questionnaire/interest documents given to you on the day of the interview. A point system is in place that documents your clarity of speech, presentation skills and etc.

3. Overall, SPE's and management are looking for applicants that are greatly diversified in their experience(s). For example, a person with a chemistry background who also have experience in molecular biology, immunology, microbiology, engineering and etc. is more likely to get an offer than someone with only chemistry-related experience. They are also looking for people who have written and/or presented scientific information in the form of journals, articles, manuscripts, and so forth.

4. Hiring comes down to the following: 1) total points generated during the interview, 2)recommendation from the interviewer/hiring coordinator to be considered for further review (you will have an idea if you will be recommended after the the interview) and 3) areas of interest in an art unit that's hiring.

5. Start dates: January 17th and January 30th, 2012: Applicants, engineering majors, who interviewed prior to December 9th & 10th (e.g. September, October, and November).

6. Start date: mid February 2012: Applicants who interviewed during the December 9th and 10th Job Fair. In fact, there were so many people at the job fair. These applicants should hear something within a month. So have your documents ready, transcripts and etc.

7. Start date: late March and so forth: Applicants who did not attend the job fair but applied via USAJOBS for the online submission dates of November 28-December 12, 2011. A major disadvantage to this is that applicants who attended the job fair have already interviewed prior to the USA jobs deadline. Moreover, these applicants did not have to wait for Human Resources to deemed them qualified for the position(s) which can take months. If highly recommended, an applicant's material with be sent directly to HR for a job offer and start date. The way the economy is, there's no guarantee that there will be PTA's after February 2012 or March 2012. USPTO is known for taking job offers back as a result of funding. In this case, the early bird gets the worm!

I interviewed on the 9th. I thought the whole thing was unorganized. Some SPEs/Hiring Coordinator didn't show up on time, if at all. By the time, I finished the pre-interview questionnaire, I was pulled into the interview and I am confident that my responses were never placed in my file.

The SPE, who interviewed me, didn't tell me when I will hear fromt the PTO. Also, he stated that after the close of the Dec. 12 announcement, I will either get an offer letter or another interview. I got the feeling that your usajobs application must be deemed "qualified" by HR before any action is taken. My disadvantage was that the SPE for my discipline didn't bother to attend, so, another SPE (super nice person and very knowledgeable) from a different art unit had to interview me.

GS-7/9 Job Offers

I think some offers are supposed to go out this week for the USAJOB applicants from the Oct 18th-Nov 2nd posting. I would appreciate it if some people would post when they do receive an offer, so I can get a feel for when it starts.

For those from the job fair in mid Dec, I don't think anyone from that batch will be at the offer stage for around a month.

My interview was on Nov 28. I haven't received an offer yet, but I haven't been turned down yet either. I've also heard that the deadlines for SPEs to make their selections from that round of interviews is this Friday, Dec 16. Can anybody say with certainty that this is/is not true?

room for rent

Sounds interesting, but is there any mass transportation in that area to one of the metros? While I'd like to live with other examiners, I also don't want to spend an extra $3-4k/yr for car costs and miss out on the mass transit subsidy. Had trouble finding bus stops on google maps for that area (Rose Hill, Groveton, and most of Franconia).

2 Questions

Has anyone been offered a job from the December 9th and 10th jobfair?

Also, is it true that if you start at a gs7 step 10, at 6 mos you go to a gs 9 step 10 (provided you are eligible) OR if you start at a gs9 step 10, at 6 mos, you go to a gs11 step 10?

1) It has been mentioned before, they definitely aren't going to hit the hiring stage for the Dec 9-10th applicants until at mid-late January.

They haven't even started offers yet for the Mid Oct-early Nov applicant group, who will receive theirs much earlier.

2) No, not at all, not even sure where you got that idea, those would be gigantic pay increases otherwise. You get the equivalent of a within grade two-step promotion each time you jump a grade, and round up to the nearest pay step from there.

For instance, if a 7-10 starter hit all their promotions right away, it would go, 7-10 (0 months), 9-7 (6 months), 11-4 (1 year), 12-2 (2 years), 13-1 (3 years, 13-2 (4 years), 14-1 (4.5 years), 14-2 (5.5 years), 15-1* (6.5 years).

*Grade 15 is competitive, really iffy hitting it that fast. There are some other grade 15 type positions, but not going into that because they are all competitive with different requirements.

2011 USPTO Hiring GS-9/7

Today the USPTO started sending offers. I was told that I wasn't eligible for EE but I was interviewed for EE and CE. So, when I called I was told that it doesn't mean I wasn't eligible for either and that I might hear about CE in the next few days. It is just faster to let ppl who weren't eligible know
So, for those who are waiting "NO news is GOOD news" you should be hearing something soon.
Just want to let those who are dying of anticipation know.

Does anyone have any insight on the Chemistry positions? I submitted my application online on 12/10/2011. I feel like I've got a good level of education and experience... M.S. Chemistry, Industrial Experience R&D, wrote a patent, worked with IP counsel, etc. I know I'm probably competing with Ph.D./JD's :(

I apply for the Chemistry GS 7/9 positions as well. Please look at my older posts for information regarding chemistry examiner positions/feedback. Did you attend the Chemistry Interview Session? If not, you really missed out on a big opportunity. USPTO needs chemistry majors for tech center 1600 - Biotechnology and Organic Chemistry. As mentioned before, applicants who interviewed during the December 9th/10th job fair, if offered a position, will start mid February. At the fair alone, there were a lot of chemistry applicants for the "few" vacancies stated in the job announcement. Applicants who applied online via USAJobs will start March 2012 or later. This is AFTER all of the chemistry applicants from the job fair, if qualified, have been offered employment and have filled the class. USPTO is known for hiring ONLY 1 maybe 2 classes for this tech center. You should have received a notification from HR stating that your application has been received/complete. I too applied online AND interviewed at the job fair. Therefore, I don't necessarily have to wait for HR to deem me qualified or even submit my application to the hiring manager. The job fair was a way to BYPASS the middle man, HR, in this case, and get interviewed DIRECTLY. At this point, you have to wait and be patient. Hope this helps.

If you interviewed at the December 2011 job fair, you will be notified in 4-5 weeks regarding a job offer or not. Many applicants have attended/interviewed at a USPTO job fair, received an offer, and started working as an examiner 3 to 7 months BEFORE receiving a notification from HR stating that they were: 1. qualified or 2. application has been forwarded to the hiring manager. This has happen numerous times. Everyone is not on the same page. In fact, I received an online notification from HR stating that my application has been received/complete. I didn't know if I needed to reply to the message to inform HR that I had an interview with a hiring manager prior to the closing of the job post. At this level, no additional interview is needed. You either get an offer or you don't. I don't believe USPTO waste time interviewing folks again within a 2-3 month time frame. Hope this helps.

Did anyone else from the Job Fair receive an email from the Patent Hiring Center, telling them to complete an application online before things can move forward? This is ridiculous. I applied online before I ever even got interviewed at the Job Fair. How can they be this inept and inefficient? Oh wait, its the govt.

Hey Everybody!
I know that the Patent Examiner position requires a background check and fingerprinting, but does anyone with experience at the USPTO know if there is drug testing (whether it's prior to employment, or during)? As a recent college graduate, I have many care-free (non-engineering!) friends who indulge in marijuana and I wanted to know if I should keep a healthy distance from them for the time being. I just want to be safe, and would hate to ruin a great opportunity with something I could have avoided. I'd appreciate any input, thanks!!!
